Discussion and possible action on any and all matters regarding a contract with Fireworks Production of Arizona for a fireworks presentation during the 4th of July Celebration. (Jose Luis Cisneros, Acting Director of Parks and Recreation)
 

The City of San Luis Parks & Recreation Department has contacted Fireworks Production of Arizona for the upcoming Fourth of July fireworks show. Fireworks Production of Arizona is based in Chandler, AZ, and has been in business for over 50 years providing fireworks shows for weddings, schools, resorts, and private events all around the state of Arizona. Fireworks Productions of Arizona has worked with Yuma County in the last couple of years and were highly recommended based on their trustfulness, professionalism, and experience in the pyrotechnic field. Pyrotechnics, by their very nature, are explosive and extremely dangerous devices that should only be handled by trained and experienced professionals.

Fireworks Productions of Arizona (FPA) will be in Yuma County this year once again and have advised that they have availability to provide a great fireworks show for our City. They have provided staff with a contract for a 15-minute firework show to take place during our annual Fourth of July Celebration on Tuesday, July 04, 2023, at Joe Orduno Park. FPA's quote for the 4th of July fireworks show is $20,500.00, with a deposit of $10,250.00 being due on Monday, May 15, 2023. The remaining balance is due within 20 days after the completion of the fireworks display.                                                                      

The amount that is being spent is less than $45,000.00 and is within the range of the San Luis City Code-Purchasing Section § 3.05.010 (C).  The vendor that the City of San Luis has worked with in the past was not available this year due to being short-staffed with pyrotechnics. Lantis Productions reached out to the Parks and Recreation Department in January to advise that he would not be able to provide services this year. When this information was given to staff, staff reached out to various vendors to obtain quotes and to check availability. During this time, the only other vendors who responded to our request were Fireworks Productions of Arizona, and Las Vegas Display Fireworks, Inc. Las Vegas Display Fireworks provided a summary of what the costs would be, and they would be charging $40,000 per show with a three-year contract agreement. Out of the two proposals received, Fireworks Productions of Arizona is the lowest bid with the most experience in providing services to our state and County. 

Staff would like to request approval to move forward with the quote and contract presented by Fireworks Production of Arizona for the Fourth of July fireworks show.
