ITEM:
Discussion and possible action on any and all matters regarding Resolution No. 2263 amending the Classification and Salary Plan. A resolution of the Mayor and City Council of the City of San Luis, Arizona, amending the 2021-2022 classification and salary plan to create 16 new classifications, change/amend 14 classifications and delete 1 classification; superseding any conflicting provisions of existing regulations or policies; and providing for severability. SUMMARY:
A review of classifications has been conducted by CPS Consulting and Human Resources during this fiscal year as a response to address challenges with the recruitment and retention of qualified talent. As we were preparing the list of changes needed on the Classification & Salary Plan, it was discovered that during the last four (4) years, some classifications were presented with the budget, yet they were not officially added to the Compensation & Salary plan. We took this opportunity to conduct research on all Classifications presented during previous years’ budget presentations and include them in this update of the plan.
Amendments to the Classification & Salary Plan needed include:
Ongoing review of classifications will continue to be conducted in an effort to assist departments in circumventing the challenge of attracting and retaining talent. It is significant to note that three departments with needed ongoing research of positions are Fire, Police, and Public Works. These are the largest departments within the City, and most of their positions require state certifications and/or licenses, which makes them specialized and subject to ongoing competition with municipalities in the region. In order to attract and retain this talent, we will need to continuously research the market and adjust these positions accordingly.
Amendments to the Classification & Salary Plan needed include:
- 16 new classifications,
- 14 existing classifications’ changes, and
- 1 existing classification deletion due to redundancy of two positions.
