ITEM:

Discussion and possible action on any and all matters regarding Ordinance No. 444.  An Ordinance of the Mayor and City Council of the City of San Luis, Arizona, amending the San Luis City Code, making the Chief of Police a City Council-appointed position; repealing any conflicting provisions; and providing for severability.  (Kay Marion Macuil, City Attorney)

SUMMARY:

Before January 11, 2023, the City Code § 2.20.020 stated:

"The Chief of Police shall be appointed by the City Manager, whose appointment shall be confirmed by the City Council, and shall serve at the pleasure of the City Manager on terms and conditions as may be approved by the City Council. The Chief of Police shall be subject to the direction of the City Manager."
 
On January 11, 2023, City Council passed Ordinance No. 434, which changed the City Code § 2.20.020 to be firmly in the classified service, and was amended to read:
"The City Manager shall appoint the Chief of Police. The Chief of Police shall be a classified service status employee under the City of San Luis Personnel Policies subject to the direction of the City Manager."
 
This agenda item is to consider City Council appointing the Chief of Police to the list of other City Council-appointed officers.
