Discussion and possible action on any and all matters regarding consulting services to conduct a Base Compensation Study.  (Adela Cortez, Director of Human Resources)

SUMMARY:

The Human Resources Department is seeking City Council’s approval to secure professional services from Public Sector Personnel Consultants (PSPC) to conduct a study for positions Base Compensation.

In order to determine appropriate salaries for positions so that we are not underpaying and risking losing talent nor overpaying and negatively impacting the bottom line, we need to have dependable and up-to-date compensation data. 

The last Classification and Compensation Study was conducted by CPS HR Consulting in July 2018, after which a four-year salary plan was prepared with specific market target rates to reach.  Since then, the city has incrementally increased salaries within budgetary and statutory constraints to meet the target market rate goals of the salary plan.  These rates are outdated. 

Research on vendors was conducted, and below are the details of each vendor.

Public Sector Personnel Consultants
  • Base Compensation Study Cost: $33,000.00
  • Duration of Project: 4 months
  • Anticipated Start Date: December, 2023, with a draft ready by March, 2024
  • Additional: Provides a one (1) year warranty to ensure effective implementation of a new plan
 CPS HR Consulting
  • Base Compensation Study Cost: $49,800.00
  • Duration of Project: 5.5 - 6 months
  • Anticipated Start Date: After February 15, 2024
 Total Rewards Solutions
  • Base Compensation Study Cost: $62,125.00
  • Duration of Project: 5.5 - 6 months
  • Anticipated Start Date: January, 2024
The agency that provided a proposal with the best scope of the project and timeframe to complete, as well as the lower cost, is Public Sector Personnel Consultants.  Since funding for this project was not allocated, staff is seeking approval for a transfer of funds to be able to conduct the study.

RECOMMENDATION / SUGGESTED MOTION:

I MOVE TO APPROVE THE TRANSFER OF FUNDS IN THE AMOUNT OF $33,000.00 FROM MONEY BUDGETED FOR A POTENTIAL COMMUNITY DEVELOPMENT BLOCK GRANT, WHICH WAS NOT AWARDED TO SAN LUIS THIS YEAR, TO THE HUMAN RESOURCES DEPARTMENT CONTRACTUAL SERVICES ACCOUNT TO PAY FOR A BASE COMPENSATION STUDY.

FISCAL IMPACT STATEMENT (IF THIS IS A BUDGET TRANSFER, YOU MUST ATTACH THE BUDGET ADJUSTMENT FORM):

We have budget capacity from the matching funds allocated to the CDBG Merrill Ave grant since we will not be receiving this grant this year. We are asking for Council authorization to make a budget transfer from account 255-210-90015.219 in the amount of $33,000 to the General Fund 100-999-80000 Contractual Services to have enough capacity to proceed with the Base Compensation Study.
