Discussion and possible action on any and all matters regarding the City of San Luis accepting slurry seal application services from American Pavement Preservation for the application of Type 2 slurry seal as part of the 2023 Pavement Preservation Project. (Jorge Perez, Assistant Director of Public Works)
SUMMARY:
In continuance of the Pavement Preservation Program, staff worked with American Pavement Preservation and coordinated the application of Type 2 slurry seal as part of the 2023 Pavement Preservation Program. Public Works originally budgeted $100,000.00 for this year's pavement preservation and had already used about 8% of that funding for road marking/striping on various streets such as 6th Avenue, 8th Avenue and Urtuzuastegui Street.
The City piggybacks on a City of Yuma's contract with American Pavement Preservation for Slurry Seal Service, BID #2020-20000153. The City of Yuma completed the full bidding process for slurry services in 2020 for a 5-year contract, which allows for the cooperative use of the contract. City of San Luis, issued a purchase order for $90,000.00 to American Pavement Preservation based on the Yuma's contract which complies with states' cooperative purchasing under A.R.S. § 41-2632(2). This purchase order also complies with the San Luis Purchasing Code Section 3.05.090, Cooperative Purchasing.
Because of the contractor's schedule and short notice on their arrival to Yuma County, work had to be scheduled ahead of time and prior to the presentation of this item for council approval. The department of Public Works in conjunction with Finance assured that the purchase order was in compliance with City and State procurement processes and in line to receive the services from American Pavement Preservation. The justification for Cooperative Purchasing under the San Luis Purchasing Code is that another entity (in this case, the City of Yuma) went out to bid, so duplicating the expense of the bidding process is not cost-effective where the result will likely be the same cost Yuma already got under its bid.
Staff is seeking Council approval and ratification of purchase order #2024-1574 to American Pavement Preservation in the amount of $90,000.00 for the reasons presented.

RECOMMENDATION / SUGGESTED MOTION:
I MOVE TO APPROVE AND RATIFY PO #2024-1574 FOR THE PURCHASE OF SLURRY SEAL APPLICATION SERVICES THROUGH AMERICAN PAVEMENT PRESERVATION FOR $90,000.00.
