Discussion and possible action on any and all matters regarding the Small Business Development Center ("SBDC") Intergovernmental Agreement between San Luis and Arizona Western College per Council's Approval on July 19, 2023, of the request for funding for the Fiscal Year 2023-2024. (Jenny Torres, Acting City Manager)
SUMMARY:
Service: The Small Business Development Center ("SBDC ") provides free one-on-one consultations and group training to assist those planning or starting a business. They have been providing services in San Luis, including at the City's Business Incubator.
Compliance: This was a new request in 2023 and was approved by City Council on July 19, 2023. The SBDC presented its mid-year report to the City Council on January 10, 2024, and was on track to meet its measurable goals. SBDC has procedures to verify whether their clients reside in San Luis as part of their funding from the federal Small Business Administration. The federal law and requirements allow the SBDC to provide a list of SBDC San Luis clients who have consented to disclose that they are clients. So, the City may not be able to verify directly how many San Luis residents or San Luis businesses are served.
Amount: The Small Business Development Center requested $13,630.00, which the City Council approved on July 19, 2023. The amount was determined at forty cents (40¢) per capita from the July 1, 2022, population estimate by the Arizona Office of Economic Opportunity, which estimates the population of San Luis at 34,074.

Consent Agenda: This item is on the consent agenda for the contract for SBDC's services, which was approved on July 19, 2023. The contract was modified from the version that was on the May 17, 2024, posting of the Agenda because the SBDC requested that the contracting party be changed from the Arizona Western College Foundation to Arizona Western College.
RECOMMENDATION / SUGGESTED MOTION:
I MOVE TO APPROVE THE INTERGOVERNMENTAL AGREEMENT WITH ARIZONA WESTERN COLLEGE FOR SERVICES OF THE SMALL BUSINESS DEVELOPMENT CENTER FROM JULY 1, 2023, THROUGH JUNE 30, 2024, IN THE AMOUNT OF $13,630.00 AS PRESENTED.
