Discussion and possible action on any and all matters regarding authorization to purchase twenty-five (25) Axon Automatic License Plate Recognition (ALPR) Fleet 3 units, using Arizona Department of Emergency and Military Affairs Border Fencing and Technology Grant budgeted funds. SUMMARY:
The City of San Luis Police Department is seeking approval for the purchase of twenty-five (25) new Axon Automatic License Plate Recognition (ALPR) Fleet 3. All the new ALPRs will be installed on vehicles from the San Luis Police Department Patrol fleet. The funds for the purchase of these ALPRs were approved as Fiscal Year 2024-2025 Capital Projects Grant Funds. The ALPRs will be purchased through Axon, who has provided a sole-source letter for this purchase.
The purchase of the ALPRs comes under the San Luis City Code Purchasing, Section 3.05.020 Exclusive Services, since we are using the AXON Sole Source Letter. In the event that there is only one firm, company, or individual capable of providing a particular service or commodity and those services or commodities cannot be secured from other persons or companies, SLCC 3.05.010 shall not be applicable, and those services or commodities can be secured without bidding. The ALPR system provides a high-quality, real-time, in-vehicle alerting system on plates of interest. The plate read data collected during patrol is retained and can be queried through Axon Evidence in later investigations. The Axon Fleet 3 system also incorporates an in-vehicle Axon Fleet Dashboard camera and ALPR record search and management system.
Total Purchase
The total purchase price for the equipment, software, warranty, and tax totals $401,939.91.
The purchase of the ALPRs comes under the San Luis City Code Purchasing, Section 3.05.020 Exclusive Services, since we are using the AXON Sole Source Letter. RECOMMENDATION / SUGGESTED MOTION:
I MOVE TO APPROVE THE PURCHASE OF TWENTY-FIVE (25) AXON FLEET 3 LICENSE PLATE READER CAMERAS FOR A TOTAL AMOUNT NOT TO EXCEED $420,000.00.
