Discussion and possible action on any and all matters regarding the acceptance of slurry seal application services from American Pavement Preservation for the application of Type 2 slurry seal and road striping services from Franklin Striping Incorporated.  (Manuel Hernandez, Assistant Director of Public Works) 

SUMMARY:

Public Works is requesting to reallocate funds from the following projects to complete this year's Pavement Preservation Program. The department plans to apply slurry seal to Main Street between County 22nd Street and Urtuzuastegui Street. This slurry application will complement Yuma County's recent mill and overlay project on Highway 95. The slurry seal application is scheduled for the spring, between April and June.

Funding:
  1. Project 2025037 – Recurring Pavement Preservation Program: $50,000 available for this year's slurry seal application.
  2. Project 2025025 – Avenue B Shoulder Improvements: $66,000 available. The ADOT project will not require these funds this year due to right-of-way clearance issues.
  3. Project 2025026 – GSA Point of Entry Improvements to Urtuzuastegui Street: $68,000 available. GSA informed the City of San Luis that the $359,000 contribution will not be needed this fiscal year. The majority of the funds have been reallocated to the César Chávez Boulevard widening project (underground improvements). Public Works will be purchasing some items for GSA this fiscal year. (Waterline project, refer to 11/13/24 Council Agenda Item 6.E).
  4. Project 2025035 – Beautification Project on Urtuzuastegui Street: This project has been completed, leaving $40,000 available. Public Works is requesting to reallocate approximately $18,500 for this year's slurry seal application and road striping.

Public Works staff is seeking Mayor and Council approval to accept slurry seal application services from American Pavement Preservation in the amount of $178,750.71 and road striping services from Franklin Striping Incorporated in the amount of $23,466.54. Additionally, staff is requesting approval to complete budget transfers as presented in the fiscal impact statement.

The City of San Luis will piggyback on the City of Yuma's cooperative agreement with American Pavement Preservation for slurry seal services (BID #2020-20000153) and Yuma County's cooperative agreement with Franklin Striping Incorporated (BID #2023-2024CY.04). Both cooperative agreements comply with Arizona's Cooperative Purchasing under A.R.S. § 41-2632(2) and align with the City of San Luis Purchasing Code Section 3.05.090, Cooperative Purchasing.

RECOMMENDATION / SUGGESTED MOTION:

I MOVE TO ACCEPT SLURRY SEAL APPLICATION SERVICES FROM AMERICAN PAVEMENT PRESERVATION IN THE AMOUNT OF $178,750.71 AND ROAD STRIPING SERVICES FROM FRANKLIN STRIPING INCORPORATED IN THE AMOUNT OF $23,466.54 AND AUTHORIZE THE BUDGET TRANSFERS AS PRESENTED IN THE FISCAL IMPACT STATEMENT.
