Discussion and possible action on any and all matters regarding authorization for the purchase and installation of emergency equipment for six (6) 2025 Ford PI SUV vehicles, three (3) fully marked and three (3) unmarked, using the State of Arizona Department of Public Safety Local Border Support funds.   (Damian Miller, Lieutenant)

SUMMARY:

Purchase of Equipment to up-fit Vehicles
The City of San Luis Police Department is seeking approval for the purchase and installation of emergency equipment to upfit three (3) 2025 Ford PI SUV patrol vehicles and three (3) 2025 Ford PI SUV unmarked vehicles. The vehicles will be assigned to the Patrol Division and the Criminal Investigations Section to reassign or replace vehicles scheduled for decommissioning due to service age and/or high mileage. The equipment and upfit for the three (3) patrol vehicles will be provided and installed by Waltz Outfitting LLC using City of Chandler Contract #PD5-055-4859, which provides a cost reduction from the state dealership contract. The quote provided a bid in the amount of $104,133.87 for all three (3) vehicle upfits including tax. The equipment and upfit for the three (3) unmarked vehicles will be provided and installed by Arizona Emergency Products, also using the City of Chandler Contract #PD5-055-4859, which provides a cost reduction from the state dealership contract. The quote proved a bid in the amount of $58,362.62 for all three (3) vehicle upfits, including tax. The department has decided to use two vendors due to the number of vehicles requiring equipment and expedite the delivery time.

Total Purchase
Funds were budgeted for Fiscal Year 2025-2026. The total amount awarded ($956,478.50) was paid and issued to the COSL on 05/08/2025 from the Department of Public Safety Local Border Support grant. The total amount for equipment and upfit is $162,496.49 for all six (6) vehicle upfits, including tax.

San Luis City Code Purchasing
The equipping and marking of the vehicles comes under the San Luis City Code-Purchasing, Section 3.05.090 Cooperative Purchasing, since it is using the City of Chandler cooperative purchasing contract. 

RECOMMENDATION / SUGGESTED MOTION:

I MOVE TO APPROVE THE PURCHASE AND INSTALLATION OF EMERGENCY EQUIPMENT FOR SIX (6) 2025 FORD PI SUV, USING WALTZ OUTFITTING AND ARIZONA EMERGENCY PRODUCTS, FOR A TOTAL AMOUNT NOT TO EXCEED $166,000.00.

The total amount for the purchase and installation of emergency equipment to upfit all six (6) 2025 Ford PI SUV vehicles (three fully marked and three unmarked), will be $162,493.89. Funds were budgeted for Fiscal Year 2025-2026. The total amount awarded ($956,478.50) was paid and issued to the COSL on 05/08/2025.
