Public hearing followed by discussion and possible action on any and all matters regarding Resolution No. 2369. A Resolution of the Mayor and City Council of the City of San Luis authorizing the submission of an application for FY 2025 Community Development Block Grant (CDBG) Regional Account funds (RA), certifying that said application meets the community's previously identified housing and community development needs and the requirements of the Arizona Department of Housing (ADOH) Community Development Block Grant Program, and authorizing all actions necessary to implement and complete the activities outlined in said application. SUMMARY:
The Arizona Department of Housing Community Development Block Grant (CDBG) Program requires that a public hearing be held at a regular meeting of the local governing body to allow citizens to comment on the proposed projects to be funded with CDBG Funds, and adopt a resolution selecting the project for application advancing for CDBG Funding.
Staff recommend Merrill Avenue Street Improvements Phase II of CDBG Regional Account funding. The project ranks as having the highest potential for advancement to the Arizona Department of Housing.
The City of San Luis is eligible to submit one (1) Regional Account application for FY 2025 RA Funding.

FISCAL IMPACT STATEMENT (IF THIS IS A BUDGET TRANSFER, YOU MUST ATTACH THE BUDGET ADJUSTMENT FORM):
This grant application is for an award of $480,965.00 in CDBG RA funds. The application requires the City to provide matching funds in the amount of $640,742.00, for a total project cost of $1,121,707.00. Both the grant funds and the required matching funds are included in the City’s FY2026 budget, as detailed in this fiscal impact section. The commitment of the matching funds is included in the presentation of Resolution 2369.
