ITEM:
Discussion and possible action on any and all matters regarding Resolution No. 2370. A resolution of the Mayor and City Council of the City of San Luis, Arizona, Yuma County, committing local funds as leverage for FY 2025 Community Development Block Grant Regional Account (CDBG-RA). SUMMARY:
The Arizona Department of Housing FY 2025 Community Development Block Grant Regional Account (CDBG-RA) estimated allocation of $464,289.00 for the City of San Luis. In order to complete the scope of work in the engineer cost estimate for Merrill Avenue Street Improvements Phase II, the City would need to provide a local leverage commitment of $640,742.00 to complete the project.
Staff reviewed the funding commitment, and it was included for consideration for the FY 2025-2026 City Budget.
The Merrill Avenue Phase II project consists of the following tasks:
- Repaving Merrill Avenue with a 48-foot-wide road, which will have one center turn lane, a 20-foot lane in each direction, and a 6-foot bike lane.
- Replacing curbs, sidewalks, sidewalk ramps, and cross gutters on the west side of Merrill Avenue.
- Adding new curbs, gutters, and a 5-foot sidewalk on the east side from Nancy Street to County 22nd Street.
- Repairing existing sewer manholes.
- Installing a storm drain pipe from the retention basin to Nancy Street.

FISCAL IMPACT STATEMENT (IF THIS IS A BUDGET TRANSFER, YOU MUST ATTACH THE BUDGET ADJUSTMENT FORM):
This project includes an award of $480,965.00 in CDBG RA grant funds. The City is required to provide matching funds in the amount of $640,742.00 to cover construction costs, for a total project cost of $1,121,707.00. Both the grant funds and the required matching funds are included in the City’s FY2026 budget, as detailed in this fiscal impact section.
