ITEM:
Public hearing followed by discussion and possible action on any and all matters regarding Conditional Use Permit Case No. 2025-0193. A request by Dahl, Robins and Associates Inc., on behalf of Regional Center for Border Health for a Conditional Use Permit to allow the construction of an approximately 61,000 square feet hospital on Assesor's Parcel Numbers 227-15-007 and 008 in San Luis, Arizona.

SUMMARY:
The purpose of this request is to allow an approximately 61,000 square-foot hospital, Regional Center for Border Health, to be located on Assessor's Parcel Numbers 227-15-007 and -008. The properties are currently zoned Light Industrial (L-I); however, said properties are in the process of being rezoned from L-I to Community Commercial (C-2). Rezoning Case Number 2025-0172 is being processed concurrently with this conditional use permit and subject to Council approval. The C-2 zoning requires approval of a Conditional Use Permit as per Zoning Ordinance §18.35.030 (C)(1) &(C)(3).
Under the C-2 zoning district, the use for hospital is listed as a conditional use, also any use with a gross area larger than 50,000 square feet (proposed 61,000 square feet) requires a Conditional Use Permit.
Properties are also currently going through a lot tie process under Lot Tie Case No. 2025-0171 to tie both parcels and allow the development of the medical facility to be able to adhere to minimum development standards.
CITIZEN REVIEW MEETING:
The Citizen Review Meeting was held on August 5, 2025, at City Hall Council Chambers at 6:00 p.m. The intent of this meeting was to allow the public to learn about the project, ask questions, and express any comments. There were no people from the public present.
GENERAL PLAN:
The land use designation of the subject properties is Commercial (C). The Commercial (C) land use category is intended to provide for the primary commercial areas serving the community including neighborhood, community, and regional-scale development. Both the C-2 zoning and the proposed use are appropriate in the Commercial land use designation.
AGENCY REVIEW:
As part of the review process, all land use cases are reviewed by various City and outside agencies. We have received no comments.
As required by State Statute, staff sent notification letters to property owners within 300 feet of the proposed project (5 letters). The City has not received any significant concerns or objections from the various review agencies or adjacent property owners.
STAFF RECOMMENDATION:
The applicant has provided the information and materials necessary for review of the Conditional Use Permit.
The Conditional Use Permit is to allow a hospital over 50,000 square feet in size to be located on Assessor's Parcel Numbers 227-15-007 and -008, properties zoned Community Commercial (C-2).

RECOMMENDED MOTION:
I MOVE TO RECOMMEND APPROVAL OF CONDITIONAL USE PERMIT CASE NO. 2025-0193 TO THE CITY COUNCIL AS PRESENTED BY STAFF.
