ITEM:

Discussion and possible action on any and all matters regarding the City of San Luis accepting the proposed change order No. 3 from Pacific Advanced Civil Engineering, Inc. (PACE) pertaining to the design and construction phases of the West Wastewater Treatment Plant Expansion. (Jorge Perez, Assistant Director of Public Works)

SUMMARY:

As the City Council is aware, the City of San Luis has been working on the expansion of the West Wastewater Treatment Plant for several years. The project was originally initiated using a Construction Manager at Risk (CMAR) delivery method, and the City engaged Pacific Advanced Civil Engineering, Inc. (PACE) to serve as the design engineer for the project. 

Despite the City’s efforts during the pre-construction phase with two separate contractors serving as CMAR, the City was unable to reach a mutually acceptable contractual agreement with either firm. As a result, the Department of Public Works is proposing to transition the project from the CMAR delivery method to a traditional Design-Bid-Build (DBB) approach.

To facilitate this transition, the City requested a proposal from PACE to provide the additional professional services necessary to support bidding and construction under the DBB delivery method. These services include revisions to the plans and specifications to accommodate competitive bidding, administration of the bidding process, and construction-phase engineering and support services.

PACE has submitted a change order proposal that removes portions of the original CMAR-related scope of work and replaces them with a revised scope and fee structure aligned with the Design-Bid-Build approach. This change order reflects necessary adjustments to engineering fees following completion of the design phase and a strategic realignment of the project delivery method. With the design now finalized, PACE has developed a comprehensive understanding of the project’s technical requirements and the City’s operational objectives. This refined scope of work ensures those objectives are met while transitioning the project to a Design-Bid-Build delivery model, to be implemented in two (2) separate, non-concurrent construction phases.

RECOMMENDATION / SUGGESTED MOTION:

I MOVE TO APPROVE CHANGE ORDER NO. 3 FROM PACIFIC ADVANCE CIVIL ENGINEERING, INC. (PACE) IN THE AMOUNT OF $272,687.00 AS PRESENTED.
