ITEM:

Discussion and update on the Cesar Chavez Blvd State Land Commercial Development Project. (Armando Esparza, Director of Economic Development and Goman + York)

SUMMARY:

In October 2025, the Economic Development Department submitted the application to the Arizona State Land Department to initiate the process for the commercial disposition of the Cesar Chavez Blvd. State Land parcel. Since submission, staff have been coordinating with the State Land Department on required next steps, including appraisal, Phase II environmental review (if required), title and due diligence coordination, and compliance with state auction procedures. The ultimate objective is to position the property for public auction and attract high-quality commercial development that aligns with the City’s economic development goals.
To support this effort, the City engaged Goman+York to conduct a Market, Economic Impact, and Site Fit Analysis for the subject area. The scope of work includes a retail and hospitality market analysis, retail leakage review, projected net new sales tax estimates, and preparation of a conceptual site plan integrating market findings with land use and zoning considerations. The analysis will provide data-driven recommendations to guide the City’s positioning strategy prior to auction and help ensure the parcel is marketed in a manner that maximizes long-term fiscal impact and community benefit.
The deliverables will inform discussions with prospective developers and provide the City with defensible market-based justification when engaging the State Land Department and potential commercial partners.
This agenda item provides an update on the status of the State Land process, the engagement of Goman+York, and upcoming milestones.

Staff are also seeking input from Commission members and community stakeholders regarding:
  • Types of commercial uses most needed in the local market
  • Retail, hospitality, or service gaps that should be prioritized
  • Desired design character and site amenities
  • Opportunities to strengthen local business participation
