Discussion and possible action on any and all matters regarding the re-appointment of three (3) City of San Luis residents to serve on the City of San Luis Planning and Zoning Commission.  (ITEM CONTINUED FROM THE REGULAR COUNCIL MEETING HELD JANUARY 28, 2026)  (Jose A. Guzman, Director of Development Services)

SUMMARY:

The Planning and Zoning Commission consists of seven (7) appointed residents who serve four-year staggered terms in accordance with City Code. At the January 28, 2026 City Council meeting, staff presented this item regarding the reappointment of three (3) Commission members whose terms had expired. During the discussion, the Council requested that staff provide an additional opportunity for interested residents to apply prior to taking action.

This item is being brought back to the City Council for consideration and possible action.

BACKGROUND:
The Planning and Zoning Commission serves as an advisory body to the City Council and operates under the authority of A.R.S. § 9-461 et. seq. and San Luis City Code Title 18, Chapter 18.10.

The Commission’s mission is to promote sustainable growth by ensuring that land use decisions align with the San Luis General Plan, while supporting orderly development and preserving the City’s unique character.

The Commission currently consists of the following members:
  • Chairman Ruben Walshe 
  • Vice-Chairman Angelica Ortiz 
  • Commission Member George Amaya
  • Commission Member Javier Barraza
  • Commission Member Marco A. Pinzon
  • Commission Member Hugo Garcia
  • Commission Member Veronica Zavala
City Code Section 18.10.020 (E) Term of office. The term of office of the members of the Commission shall be four years, with the terms of members so staggered that the terms of no more than three members shall expire on January 31 in any one year. The incumbent Commissioner shall continue to serve after their term of office has expired until a successor has been appointed. In the event of a death, resignation, or removal from the Commission, a resident appointment by the City Council shall fill the vacancy, for the unexpired term. 

The following commission members' terms expired on January 31, 2026:
  • Member Marco A. Pinzon
  • Member Hugo Garcia
  • Member Veronica Zavala
All three members would like to continue serving as commission members for another term. The new term expiration date will be January 31, 2030.

The City accepts Planning and Zoning Commission applications year-round, and the City Clerk’s Office maintains all applications on file. In response to Council direction, staff, with assistance from the Communications Team, promoted the year-round application process through the City’s established communication channels. As a result, the following applications were received and are attached to this report:

  • Buna George
