ITEM:
Public Hearing followed by discussion and possible action on any and all matters regarding Resolution No. 2399. A Resolution of the Mayor and City Council of the City of San Luis authorizing the submission of an application for FY 2027 Community Development Block Grant (CDBG) State Special Projects (SSP) funds, certifying that said application meet the community's previously identified housing and community development needs and the requirements of the Arizona Department of Housing (ADOH) Community Development Block Grant Program, and authorizing all actions necessary to implement and complete the activities outlined in said application. SUMMARY:
The Arizona Department of Housing Community Development Block Grant (CDBG) requires that a public hearing be held at a regular meeting of the local governing body to allow citizens to comment on the proposed projects to be funded with CDBG funds and adopt a resolution selecting the project(s) for application(s) advancing for CDBG funding.
Staff is recommending Rancho Los Oros Improvements Phase II for the Community Development Block Grant State Special Projects funding. The project ranked as a having a highest potential for advancement to the Arizona Department of Housing. This project includes the reconstruction and rehabilitation of roadway infrastructure along Los Valles Street, Los Portales Street, and El Chamizal Street within the Rancho Los Oros subdivision. Improvements consist of asphalt removal and replacement, grading, utility adjustments, traffic control, and associated construction activities.

FISCAL IMPACT STATEMENT (IF THIS IS A BUDGET TRANSFER, YOU MUST ATTACH THE BUDGET ADJUSTMENT FORM):
This grant application is for an award of approximately $500,000.00 CDBG SSP Funds. This application requires the City of San Luis to provide matching funds in the amount of $485,488.00 for a total scope project of $985,488.00. The commitment of the matching funds are included in the presentation of Resolution 2399. If approved the City of San Luis will make sure these funds are allocated in the budget for the next fiscal year of 2028.
