Discussion and possible action on any matters regarding the authorization to purchase UKG Ready Software as a Service Platform, inclusive of time keeping, payroll, HR, benefits management, compensation, leave manager, people insights, performance, recruitment, and employee document manager modules through the Omnia cooperative contract.  (Fernando Corona, Information Technology Manager)

SUMMARY:

The Information Technology Division is seeking approval to procure the UKG Ready Human Resource Information System (HRIS) platform, including Timekeeping, Payroll, Human Resources, Benefits Management, Compensation, Leave Manager, People Insights, Performance, Recruiting, and Employee Document Manager modules, through the Omnia Cooperative Agreement as allowed under procurement code 3.05.090 Cooperative Purchasing. The request is for a three‑year term at an annual cost of $131,124 and a one-time implementation fee of $44,613 plus taxes. The overall objective of this procurement is to improve the City of San Luis Human Resources and Payroll team’s operational efficiency, strengthen strategic reporting for Human Capital and Financial planning, and enhance the City’s management and retention of employee records.

Implementing UKG Ready will streamline critical HR and Payroll functions currently handled through multiple platforms or manual processes, reducing administrative burden, increasing accuracy, and enabling more timely reporting. The platform will also support compliance with federal and state labor requirements, strengthen audit readiness, and modernize workforce data management across the organization.

Approving the procurement of the UKG Ready Human Resource Information System demonstrates the City’s commitment to building a more efficient, data‑driven, and responsive organization. The system generates data, such as timekeeping records, performance information, and employment history, that the City of San Luis can use to plan employee compensation and evaluate financial impacts more quickly, supporting informed decisions. Modernizing HR and Payroll will help the City meet growing workforce needs, strengthen compliance, and improve service for employees. Staff recommends moving forward with the UKG Ready platform to support the City of San Luis’s long‑term operational, financial, and strategic goals.

RECOMMENDATION / SUGGESTED MOTION:

I MOVE TO APPROVE THE PURCHASE OF UKG READY PLATFORM IN ACCORDANCE WITH THE PRICING  AND TERMS PRESENTED IN THE AGENDA MATERIALS, PLUS APPLICABLE TAXES, FOR A THREE-YEAR SERVICE TERM.

The proposed FY2027 budget totals approximately $1,000,000. Within this amount, an estimated $200,000 was designated for the procurement of a Human Resources Information System, which costs $175,737 annually plus taxes.
