ITEM:
Discussion and possible directions to staff regarding Development Fee Study under A.R.S. §9-463.05. (Ben Griffin, Senior Fiscal Economic Analyst, Consultant from TischlerBise)
SUMMARY:
A.R.S. §9-463.05 (D)(3) requires cities to update the land use assumptions and infrastructure improvement plans every five (5) years. The last San Luis Land Use Assumptions and Infrastructure Improvements Plans were updated May of 2014. City Council hired TischlerBise for the studies.
Land use assumptions and infrastructure improvements plans are the basis for development fees. Development fees are the fees in the city building applications which are to help defray the costs of infrastructure related to growth. Under A.R.S. §9-463.05(D)(3), qualified professionals must develop these studies. Ben Griffin has been working with Department Heads over the last few months. Ben Griffin will be presenting the initial study for City Council, discussion and consideration.
