ITEM:

Discussion and possible action on any and all matters regarding the appointment of the Election Boards Members in the all by mail ballot processing boards and authorize substitutions and additions as may be necessary by the Interim Elections Director for the Special Election scheduled for May 21, 2019.  (Sonia Cornelio, City Clerk)

SUMMARY:

The City of San Luis will hold a Special Election on May 21, 2019, in regards to the question of implementing or not a property tax.  The Yuma County Election Services has been contracted to assist with the all by mail election and has requested that the City Council approve the list of the Election Board Members and authorize substitutions and additions as deemed necessary by the Elections Services/Interim Elections Director. 

The Certification Board certifies the following:
  1. That the tabulation equipment is tabulating the LOGIC and ACCURACY test ballots correctly
  2. That the election results are accurate before any results are posted.
The Early Board processes the early and late/early ballots received from the Recorders Office and verifies that the number of ballots received matches those sent to tabulation and corrects errors in batch sizes prior to the batches being sent to tabulation.  The Early Board also checks each envelope to ensure that the proper ballot is included and will duplicate any ballots that have obvious deficiencies such as stains, tears or rips, and stray marks and pen rests that would interfere with tabulation.

The Duplication Board duplicates the ballots that are identified as having a deficiency. 

Appointment at least ten (10) days before the election is required by law. The list of the Election Boards Members is as follows:

I MOVE TO APPROVE THE APPOINTMENT OF ELECTION BOARD MEMBERS AS PRESENTED AND AUTHORIZE SUBSTITUTIONS AND ADDITIONS AS DEEMED NECESSARY BY THE INTERIM ELECTIONS DIRECTOR.
