Discussion and possible action on any and all matters regarding the approval of request of Council's Contingency fund to cover costs of the City of San Luis Census 2020 Campaign. (Jose A. Guzman, Director of Planning and Zoning, and Francia Alonso, PIO/Assistant to Council)

SUMMARY:

The 2020 Census will occur on April 1, 2020. The Census is a mandate of the United States Constitution to complete a count every ten (10) years of everyone residing in the United States. This includes people of all ages, races, ethnic groups, citizens, and non-citizens.  The population totals from the 2020 Census will determine the number of seats each state has in the House of Representatives; it will be used to redraw state legislative districts; and it will determine funding for programs, projects and state shared revenues.

The Complete Count Committee program is a cooperative effort between governments and the Census Bureau to incorporate local knowledge, expertise, influence and resources to enhance efforts in data collection, recruiting and promotional activities. The creation and use of a Complete Count Committee by local governments is a major vehicle for planning and implementing a locally-based promotion to publicize the importance of Census 2020.

In addition to being part of the Yuma County Complete Count Committee, the City wants to do an aggressive campaign on promoting the importance of the Census and making sure all residents of San Luis are counted. 

According to the Census, an invitation to respond online to the 2020 Census will be sent to every household in between March 15-20 and a reminder letter between March 16-24.

After the Census Day, those who did not respond will be receiving a reminder postcard (March 26- April 3) and then a reminder letter (April 8-16). The final reminder postcard will be sent between April 20-27. After the final reminder, Census representatives will follow-up in person. 

According to the Census, 95% of households will receive their census invitations and letters in the mail. However, all the mail from the Census will be sent to the physical address of each household. The City of San Luis does not have home-delivery mail, so the residents of San Luis will not receive any of the invitations and letters mentioned above. 

For this reason, the city wants to make sure that all the residents of San Luis get informed and invited to participate in the early stage of the Census.  The City of San Luis Planning and Zoning Department is seeking approval from the Mayor and City Council to transfer $25,000.00 from City Council Contingencies GL account #100-110-81000 to Development Services Special Services GL account #100-130-80005. The budget transfer will help cover the expenses for the promotional campaign of the Census 2020 for the City of San Luis. 

RECOMMENDATION / SUGGESTED MOTION:

I MOVE TO APPROVE THE TRANSFER OF FUNDS IN THE AMOUNT OF $25,000.00 FROM THE CONTINGENCY FUND TO PAY FOR THE CITY OF SAN LUIS' CENSUS 2020 PROMOTIONAL CAMPAIGN AS PRESENTED.
