ITEM:

Discussion and possible directions to staff on any and all matters regarding the purchase of three (3) shades for the Joe Orduño Park playground.  (Lizandro Galaviz, Director of Parks & Recreation)

SUMMARY:

The Parks and Recreation Department staff would like to continue providing exceptional service to our community who attend our city parks. Joe Orduño Park is one of the main parks that attracts hundreds of people daily who come to watch their children play in the various recreational leagues that are offered year-round, enjoy multiple city events and come as a family to enjoy and have family parties. Joe Orduño Park is very popular among city residents, and staff understands that during summer, there is not enough shade in the playground area for the children to enjoy.

This fiscal year 2019-2020, City Council approved the purchase of shade structures to cover the playground equipment. Currently, the Parks Department was able to get a quote for the purchase of three (3) shade structures from GameTime. The Parks Department has worked with this vendor in the past, and the equipment they have provided the department with has been great. 

The San Luis City Council approved $60,000.00 for the construction of shades with LED lights over the playground equipment for fiscal year 2019-2020. The quote received from GameTime is for $48,802.10, and it is for the purchase of three (3) shade structures along with drawings of such shades and equipment installation. 

This type of order can take a couple of weeks to be completed, shipped and installed in the Joe Orduño Park. Staff would like to have these shade structures ready and secured before the summer. GameTime has been a great vendor to the Parks & Recreation Department and has continually worked with the Parks Department to ensure that our parks have top quality playground equipment. Parks and Recreation staff want to utilize the purchasing power available through the U.S. Communities and National IPA, both wholly-owned subsidiaries of OMNIA Partners, which have come together as OMNIA Partners, Public Sector.  Currently, the City of San Luis is a member of both U.S. Communities and National IPA, which allows the city to utilize vendors that have been awarded contracts after the bidding process has been completed for goods or services.  Staff is seeking the approval from council to purchase the shade structures through GameTime in the amount of $49,802.10 utilizing cooperative agreement contract #2017001134 under the authority of the City of San Luis Procurement Code 36.09, Cooperative Purchasing.
