Discussion and possible action on any and all matters regarding EcoVerde EG-Mini Skid Odor Control System for East Mesa Lift Station. (Eulogio Vera, Director of Public Works)
SUMMARY:
East San Luis has been experiencing significant residential growth as well as some commercial and industrial construction. The existing and new developments' wastewater in that area, in addition to diverted flows from the Juan Sanchez Diversion Lift Station, enter the East San Luis Lift Station and generates the need for an odor control unit to minimize odor control issues.
The EcoVerde EG-Mini Skid Odor Control System for the East Mesa Lift Station is being recommended by staff to solve the hydrogen sulfide issue, which generates sewer nuisance odor. This system is low energy consumption and low maintenance for our operations. The purchase would be in the amount of $78,610.00, which includes installation, training, startup, and a 15-year warranty on the media.
The Vapex system that the city has for other areas would require building out the lift system to protect against corrosion. Staff analyzed what other cities were using to determine the best fit for our situation and the lowest maintenance cost. EcoVerde has only one licensed vendor for the State of Arizona. So this is like a sole source. In addition to the cost of going out to bid for this situation, it would require the cost of staff creating the specification so that we could compare equal types of systems. Since the staff has researched how Eco Verde is working, the bidding process will not likely result in a better price or better system for the city. Therefore staff requests that the City Council waive formal purchase procedures as is permitted under City Code-Purchasing Section 36.01(H)

I MOVE TO WAIVE FORMAL PURCHASING PROCEDURES AND APPROVE THE PURCHASE OF THE EcoVerde SYSTEM IN THE AMOUNT OF $78,610.00 AS PRESENTED.
