Discussion and possible action on any and all matters regarding authorization to purchase OSHA Gas Masks, OHD Quantifit System and CBRN Kits for the San Luis Police Department using Fiscal Year 2019-2020 Capital Projects budgeted funds. (Richard Jessup, Chief of Police)

SUMMARY:

The San Luis Police Department is seeking approval for the purchase of 50 Scott FRR Gas masks, 1 OHD Quantifit System, and 52 CBRN Kits. The funds for the purchase of these items were approved as a Fiscal-Year 2019-2020 Capital Project.

The CBRN Gear Pac™ offers complete protection with a level C suit, gloves, and boots for a chemical, biological, radiological or nuclear emergency. The Personal Protective Equipment Kit is compact enough to carry everywhere and includes almost everything (no respirator included) you need to protect yourself in a CBRN incident - all in a vacuum-packed pouch. Potassium iodide tablets are included for nuclear emergencies only. Follow instructions on the Personal Protective Equipment package for use.

Durable and lightweight, ChemMAX® 3 protective clothing provides a barrier against a broad spectrum of toxic industrial chemicals, dual-use chemicals, chemical warfare agents and other harmful contaminants.

The Scott Safety FRR takes GSR technologies and embodies them in a certified respiratory protection system designed for use with CBRN and industrial chemical filters with threaded (DIN40/ STANAG 4155) connections and offers unique levels of operational flexibility. Like the GSR, the FRR offers significantly higher protection factors against CBRN agents while providing greatly reduced physiological burden.

Quote for Gas Masks from Federal Eastern International for $26,850.00 will be selected for purchase. Quote for Quantifit System from Lee Bays Supply for $10,209.97 will be selected for purchase, with sole source letter.

CBRN kits with these specific items that are needed, is only offered by this vendor with sole source letter, for a cost of $13,595.40 plus tax and shipping for a total of $14,889.05.

Duffle bags to carry CBRN kits will cost $880.16. Total amount for all items that are needed will be $52,829.18.

RECOMMENDATION / SUGGESTED MOTION:

I MOVE TO APPROVE THE PURCHASE OF GAS MASKS, QUANTIFIT SYSTEM AND CBRN KITS IN THE AMOUNT OF $52,829.18 AS PRESENTED.
