ITEM:

Discussion and possible directions to staff on any and all matters regarding the city's acceptance of a donation of two (2) new canines for the San Luis Police Department canine unit. (Richard Jessup, Chief of Police)

SUMMARY:

The City of San Luis Police Department serves a community of approximately 40,000 residents, 10 schools, and is considered the largest border city in Arizona with two (2) ports of entry into the United States.  On average, the city has approximately 8.5 million pedestrians who cross into the country per year along with 3.2 million vehicles.  Our sister city across the border, San Luis Rio Colorado, Sonora has a population of over 200,000 people, and when the agricultural season begins here in the Yuma region, both cities' populations increase dramatically.

The Police department's K9 Unit was started in 2010 with a total of three (3) K9’s to service a variety of community needs which includes interdiction, Federal, State, and other local law enforcement assistance, educational programs to the schools, and community outreach programs and events.  To date, the department currently has only two (2) K9 units to serve one of the fastest-growing communities in the State of Arizona and the country.  The goal is to have a complete unit of four (4) K9’s, which includes one supervisor to oversee the ongoing implementation and training of the unit. 

The community needs to continue to grow with the amount of fentanyl and opioids, along with other drugs, drug tunnels, and illegal activity that the city has incurred over that past five (5) years of growth.  Having two (2) additional K9's would be of significant help to address the needs of the department’s ongoing mission and goals.

The San Luis Police Department has been generously donated two (2) additional dual-purpose police canines from Circle K. Circle K is a proud sponsor of the Arizona Law Enforcement Canine Association, and has generously donated funds to purchase two (2) dogs for our city to fully staff our K9 unit. The donation fully covers the cost of two (2) police canines from the vendor that we use.

FISCAL IMPACT STATEMENT (IF THIS IS A BUDGET TRANSFER, YOU MUST ATTACH THE BUDGET ADJUSTMENT FORM):

Initial funds needed to cover the cost of items needed to house and equip the new canines.

$3,000.00 for welded wire kennel for officer's home, training equipment, and wire kennel for Police Department. These are all one time purchases.

The reoccurring annual estimated cost of $2,000.00 for veterinary care, certifications, food and pest control.

These costs are per each new canine.

One (1) dog will be acquired this fiscal year and the second next fiscal year.

The initial cost for the first canine will be paid from our current general fund budget. The second canine's initial cost will be factored into next year's budget.
