Discussion and possible action on any and all matters regarding the proposal of a contract between the City of San Luis and Diva Music, L.L.C., for musical performances for the 4th of July Celebration event. (Lizandro Galaviz, Director of Parks & Recreation)

The City of San Luis has been known to have the best 4th of July Celebration within Yuma County for a couple of years. As the years go by, the 4th of July Celebration attracts thousands of people from surrounding cities as well as Mexico. This is one of the reasons the Parks and Recreation Department goes on and beyond to get the biggest and best musical performers to entertain our growing community each and every year. This year the 4th of July Celebration will be on Saturday, July 04, 2020, and the Parks & Recreation Department has been working very hard in getting the best entertainment for the community. Currently, the Parks & Recreation Department has a proposal for one of the best Rock en Español Band El Gran Silencio. El Gran Silencio is a Rock en Español band from Monterrey, Mexico who has been creating great music and may hits since the early 1990s. Some of their greatest hits include Chuntaros Style, Dormir Soñando, Circulo de Amor among many more. With such hits and their upbeat songs and enthusiastic performances, staff is confident that our community attending the 4th of July Celebration will have a great time and enjoy spending 4th of July once again with the City of San Luis. This band is sure to attract many people from Yuma County as well as Mexico and provide a spectacular show for all ages. 

The Parks & Recreation staff would like to present this contract and rider as a potential musical performance for the upcoming 4th of July Celebration. Staff is also working and contacting other bands who may be able to participate in this celebration as well. Once the agreements from the other bands are received, staff will once again present them to Council for direction. Staff is open to any recommendations and direction from Council so that this 4th of July Celebration can be a great success and exciting for the community. 

If Council decides to recommend moving forward with the musical guests mentioned above, staff would like to consider the promoter, Diva Music LLC, to be the sole source provider since they are the  Authorized Agent/Business Manager for El Gran Silencio. Musical artists are unique.  Therefore, under Purchasing Code §36.02 -  Exclusive Services, where Diva Music LLC is the sole provider in booking this professional musical performer, other quotes or bidding is not required. Staff would request that City Council approve the contract between the City of San Luis and professional musical bands, El Gran Silencio, whose manager is Diva Music LLC for the 2020 Fourth of July Celebration.

The promoter is not asking for a deposit, therefore payment shall be completed and given until the day of the event. 

As directed at the April 1, 2020, Work Session, the City Attorney will start contract negotiations as of the writing of this Agenda Item in light of the indeterminate end of the effects of the COVID-19 Pandemic.
