Discussion and possible action on any and all matters regarding the award of contract to J2 Engineering and Environmental Design, LLC for the Downtown Redevelopment Plan. (Jenny Torres, Economic Development Manager)
SUMMARY:
On January 12, 2021, the City of San Luis released a Request for Proposals (RFP) soliciting firms to submit proposals for professional services for the establishment of a redevelopment area and the development of a downtown redevelopment plan. The city received a total of three (3) proposals as follows:
J2 Engineering and Environmental Design, LLC.

The evaluation committee included three (3) city employees and one (1) external municipal director who reviewed the qualifications based on the following criteria:
Proposer qualifications and experience (40 points)
Method and approach (30 points)
Creativity and understanding of San Luis (20 points)
Propose fees and cost (10 points)
Based on the evaluations results, staff recommends awarding the contract to J2 Engineering and Environmental Design, LLC. in the amount of $172,000.00 to be funded in two (2) fiscal years.

I MOVE TO AWARD THE BID TO J2 ENGINEERING AND ENVIRONMENTAL DESIGN, LLC AS PRESENTED, IN THE AMOUNT $172,000.00 TO BE FUNDED IN TWO (2) FISCAL YEARS.

The project is schedule to be funded in two fiscal years. The breakdown is as follow: Fiscal Year 2020-2021 $49,000.00 and Fiscal Year 2021-2022 $123,000.00.
