ITEM:
Discussion and possible directions to staff on any all matters regarding a proposed resolution of the Mayor and City Council of the City of San Luis, Arizona approving and adopting the Inmate Work Intergovernmental Agreement with the Arizona Department of Corrections. (Kay Marion Macuil, City Attorney, Lizandro Galaviz, Department of Parks and Recreation Director and Eulogio Vera, Public Works Director)
SUMMARY:
Public Works and Parks and Recreation, from time to time, need an additional labor force to support the maintenance of city properties and projects (typically road litter clean up and parks landscaping maintenance). The Intergovernmental Agreement with the Arizona Department of Corrections for work crews through the local Arizona State Prison Complex expired at the end of June. Staff wishes to renew the Intergovernmental Agreement for a five-year term and have it ready to go when the COVID-19 pandemic is no longer a safety concern.

The city is not obligated to use the inmate workforce. The contract allows the city to use the inmate workforce if it wants to do so. The city will use the inmate workforce as the city budget allows it.
There is a cost of fifty cents ($0.50) per hour per inmate for work performed with the inmate workforce.
The city provides equipment, supervision, mileage for work crew transportation and liability insurance.
