ITEM:
Public hearing followed by discussion and possible action on any and all matters regarding Resolution No. 2177. A resolution of the Mayor and City Council of the City of San Luis authorizing the submission of an application for FY 2021 Community Development Block Grant (CDBG) Regional Account funds and FY 2021 State Special Projects (CDBG SSP) funds, certifying that said applications meet the community's previously identified housing and community development needs and the requirements of the Arizona Department of Housing (ADOH) Community Development Block Grant Program, and authorizing all actions necessary to implement and complete the activities outlined in said applications. SUMMARY:
The Arizona Department of Housing Community Development Block Grant (CDBG) Program requires that a public hearing be held at a regular meeting of the local governing body to allow citizens to comment on the proposed projects to be funded CDBG funds, and adopt resolutions selecting the project(s) for application(s) advancing for CDBG funding.
Staff is recommending prioritizing the following projects as 1) Priority #1 Mesa Street Improvements Project for CDBG Regional Account funding, 2) Priority #2 Rancho Los Oros Improvements Phase 3 for CDBG Regional Account (alternate application) funding; and Rancho Los Oros Improvements Phase 2 for Community Development Block Grant State Special Projects funding.
The City of San Luis is eligible to submit one (1) Regional Account application and one (1) State Special Project for FY 2021 CDBG funding.

FISCAL IMPACT STATEMENT (IF THIS IS A BUDGET TRANSFER, YOU MUST ATTACH THE BUDGET ADJUSTMENT FORM):
We are allocating budget capacity in FY 2020 budget $1,749,488 for the completion of these projects as follows. GL accounts to be determined:
Matching Funds:
Matching funds for Mesa Street CDBG-RA $486,317.00
Matching Rancho funds for Los Oros II CDBG-SSP $223,000.00
Grant Funds Budget Allocation: $1,040,171
If is not feasible to complete Mesa project next year, the funds allocated to the Mesa project will be utilized to pursue Rancho Los Oros III project (CDBG_RA Alternate). This project requires $70,115.00 match which is less than the amount we have allocated in the budget for Mesa Street. No need to increase budget for alternate. Only two projects can be completed in one year.
