Discussion and possible action on any and all matters regarding Ordinance No. 419. An ordinance of the Mayor and City Council of the City of San Luis, Arizona, amending the San Luis City Code, Title III, Revenue and Finance, Chapter 3.05 Purchasing, Sections 3.05.010, In General, and 3.05.080 Professional Services to change the amounts and procedures for purchases; repealing any conflicting provisions; providing for severability; and declaring an emergency. SUMMARY:
To improve efficiencies and speed of city services and operations, the Finance Director recommends the following changes to the Purchasing Code, which are included in the ordinance before City Council. The staff has provided the proposed ordinance as attachment #1 and the current purchasing code sections as attachments #3 and #4.
General Purchasing Procedures - Amount Changes
As of 1982, when the City Council adopted the Purchasing Code, the dollar amounts have not changed. The ordinance proposes three (3) rather than the current five (5) general categories by the amount to simplify the purchasing procedures. For the general purchasing procedure categories in § 3.05.010, the table (attachment #2) summarizes the changes proposed in the ordinance. Both the current and the proposed changes preserve the ability to follow state or federal procedures or law when it may be required. The proposal preserves City Council's ability to waive formal purchasing procedures.
Professional Services Changes
In both the current code and proposed ordinance, the other provisions of the code do not apply to professional services. The rationale for this is that the professional must be qualified to do the specialized work, and the lower price may not be the determining factor.
The amount before going to City Council is proposed to be changed from $15,000.00 to $45,000.00.
The proposed ordinance adds certified public accountants, architects, registered land surveyors, and appraisers to the list of professions. It preserves physicians, attorneys, and engineers on the list. The proposed ordinance adds the flexibility of emerging professions by adding the words: "consulting services of persons with unique skills, abilities, training or experience."
Recommendation
Staff recommends approval. These simple changes will help staff process purchases quickly as well as cut down on errors and training time.
