ITEM:

Discussion and possible directions to staff on any and all matters regarding the purchase of a new ladder truck.  (Angel Ramirez, Fire Chief)

SUMMARY:

The Insurance Services Office ("ISO") rates fire departments.  Our ISO rating is coming within the next year. We have been classified as a Class 3 fire department. One of the metrics they use is front-line vehicles. Our current ladder truck is a 2003 Pierce Saber. Per ISO any truck that is 20 years and older will not be considered a front-line vehicle. With that being said, the truck can be used, but it won’t count for us as having a ladder truck. This can really impact our rating which would then impact the insurances of homeowners and commercial establishments within the City of San Luis.

With the growth that we have seen in the past years and the coming years, we need a bigger truck to be able to perform the duties that we have. There are apartments and commercial buildings coming into the City of San Luis.  Our current ladder truck has a 65-foot ladder, which can operate on some buildings but not all. The ladder truck that we plan on purchasing will be a 110-foot ladder that will suffice with all the new construction that is coming into the city.

The San Luis Fire Department created a committee to see what trucks were out there that would fit our needs. We ended up with Pierce to build our truck. Pierce has been a company that has been around for 125 years building fire trucks. Also, all our front-line trucks are Pierce models. Talking to our shop and other mechanics in the area, it would be better to buy the Pierce truck since a lot of the mechanics can work on this type of truck in Yuma County.

The San Luis Fire Department is seeking council’s approval for the purchase of a 2022 Pierce ladder truck under the procurement code 3.05.010 (H) formal procedures waived. With the approval of the council, formal purchase procedures may be waived. The San Luis Fire Department is aware that Pierce is not a sole source vendor and other competitive vendors exist, but we believe that it is best to continue to use a Pierce model since there are reliable mechanics locally that we can use as well as keeping our fleet vehicles aligned.

FISCAL IMPACT STATEMENT (IF THIS IS A BUDGET TRANSFER, YOU MUST ATTACH THE BUDGET ADJUSTMENT FORM):

This purchase is budgeted for FY 2022. Delivery of the ladder truck is scheduled for FY 2023. We will pay half this year and we will make sure to include funds in FY 2023 to pay for the full price of the ladder truck, including shortfall.
