Discussion and possible action on any and all matters regarding the ratification of payment to Wizard Education. (Angel Ramirez, Fire Chief)
SUMMARY:
San Luis Fire Department ("SLFD") has been shopping around for providers to have a Certified Emergency Paramedic ("CEP") training class here at the San Luis Fire Department. We started a class back in May to have 3 full-time firefighters attending the class/training.
With the growing needs of our city, we must keep up with the trends that are happening. We really need to focus on having a greater number of paramedics in our department, so we can staff more ambulances and provide better patient care for our residents of the City of San Luis.
SLFD contacted Wizard Education, who, in the past, has had many classes at SLFD and has produced many great paramedic students. Wizard has the ability to accommodate smaller classes in remote areas by utilizing interactive televised networks (ITN) to provide lectures while having proctored testing and skills.
Due to the above services Wizard Education provides, SLFD considers Wizard Education a “sole source provider,” which is allowable through city procurement code 3.05.020 (exclusive services) that can meet our immediate needs, criteria for classes and the education desired. Also, it is beneficial to have the same training for every paramedic that is employed with SLFD. This creates uniformity across the department.
The Ambulance Service has allocated $50,000.00 for the EMS Training within the Fiscal Year 2022 budget; account 340-341-80036: Non-degree seeking certifications. The Invoice cost for these training will be $16,900.

RECOMMENDATION / SUGGESTED MOTION:
I MOVE TO RATIFY TRAINING THROUGH WIZARD EDUCATION FOR $16,900.00 AND WAIVE FORMAL PURCHASING PROCEDURES UNDER PURCHASING CODE §3.05.010(H) FOR THE REASONS PRESENTED.
