ITEM:
Discussion and possible directions to staff on any and all matters regarding possible text amendment to the zoning regulations regarding Pre-Development Meeting Requirements and Procedures. (Michelle Macias, Planning and Zoning Intern)
SUMMARY:
The purpose of pre-development meetings is to advise and inform applicants of the procedural requirements for a new development project, identify project-related issues, and exchange information.
Currently, the City of San Luis offers no-cost Pre-Development Meetings as a service to review and discuss proposed projects with any customer. Staff member representatives from multiple departments are on hand to provide a one-stop-shop approach to discuss and review proposed projects.
Once staff gains an understanding of the project proposal, staff reviews concept site plans, current City of San Luis codes and requirements, and identifies potential issues that could arise during the development process.
Even though pre-development meetings are very important on the development process, these meetings are currently optional in the city regulations. Many times, applications are submitted inaccurate or incomplete, making the approval process longer. This can be avoided and address during the pre-development meeting.
Staff is proposing to make pre-development meetings mandatory, at least for the more complex applications. This will improve the application process, since the applicant will be aware of the requirements from the beginning.
Staff will make the necessary amendments to the zoning regulations regarding the pre-development meetings and will create a procedure manual for this type of meetings.
