Discussion and possible action on any and all matters regarding a resolution of the Mayor and City Council of the City of San Luis, Arizona, ratifying and approving the Salary Plan; superseding conflicting provisions and providing for severability. (Monica Castro, Finance Director)
SUMMARY:
Work Session Follow-up
At the October 6, 2021, Work Session, there was a desire to continue to discuss the possibility of returning to pay 40 hours of vacation buy-back to start this fiscal year ending June 30, 2022, knowing the fiscal impact. Staff followed up, finding the fiscal impact to be approximately $100,000.
This Agenda Item has two options of identical Resolutions except for Section 10(b) on page 3:
Resolution Number 2196 would continue the 20 hours Vacation Buy-Back ending June 30, 2022.
or
Resolution Number 2197 would discontinue the 20 hours immediately and return to the 40 hours of Vacation Buy-Back.
Back Ground
On July 9, 2018, through Resolution No. 2051-A, the San Luis City Council approved a salary plan. However, full implementation was not financially feasible, so Resolution No. 2051-A also provided cost-savings measures to implement the salary plan to phase in full implementation over four (4) years. These measures also maintain the fairness and integrity of the Salary Plan by eliminating increases that would not be necessary once salaries reach the labor market norms for our area.
As this year is the fourth and final year of the Salary Plan implementation, staff recently reviewed Council authorizations over the years for implementing the salary plan and discovered that Resolution 2151-A only covered the initial fiscal year July 1, 2018, through June 30, 2019. The Vacation Buy-Back Program was included in the presentation to Council but was not included in the Resolution. The staff took this opportunity to clean up the inconsistency in the Vacation Buy-Back Program, which refers alternately to 'calendar" years and "fiscal" years. The Resolution also ends practices and policies which are inconsistent with the Salary Plan.
From July 1, 2019, through the present, City Council approved the yearly fiscal budgets, which included Salary Plan implementation measures, and staff continued to keep the measures in place. The city met the Salary Plan implementation goal. This year most employees are at 100% of the Salary Plan.
Staff Recommendation
Staff recommends ratifying the Salary Plan implementation measures from July 1, 2019, to the present and approving their continued implementation to the end of this fiscal year, June 30, 2022, which is the fourth and last year of the phases for the Salary Plan to be implemented.
