ITEM:

Discussion and possible directions to staff on any and all matters regarding the Merrill Avenue Improvements Project.  (Jenny Torres, Economic Development Manager and Eulogio Vera, Director of Public Works)

SUMMARY:

The community currently experiences traffic congestion along Highway 95 as southbound traffic heading to Mexico continues to increase, extending traffic beyond Walmart.  The residents located west of Highway 95 have difficulties accessing roads to get to their homes.  The City of San Luis invested close to $1,000,000.00 in Community Development Block Grants (CDBG) funds and local funds in widening Merrill Avenue from Juan Sanchez Boulevard to Los Oros Street.  The staff is proposing to continue the improvements of widening Merrill Avenue from Los Oros Street to County 22nd utilizing Community Development Block Grants (CDBG) funds and local funds in a two-phase project.  The project consists of removal and replacement of pavement, installation of drain pipes, sidewalks, curb, and gutter, adjusting water valves and sewer manholes, and a left turn lane at County 22nd.  The project requires 35' of the right-of-way from the property located to the west of Merrill Avenue. 

The property owner is currently farming 80 acres of land and is using a canal lateral managed by the Yuma County Water Users Association (YCWUA) that delivers irrigation water to this property for farming.  The staff is evaluating the need to accelerate this project to address the traffic congestion that we are currently having and the increase expected from the modernization of the San Luis I Port of Entry.  The city received a cost estimate of $2,043,475.00 for the full widening of the project.  The cost includes all the improvements mentioned above in addition to abandoning the canal lateral, connecting to the existing pipeline managed by YCWUA, relocating a private farm dirt canal and constructing a new lateral outlet and irrigation pipe in order to continue to irrigate the farmland.  The cost of these improvements is $587,500.00.  Staff would like to discuss the need to widen Merrill Avenue, alleviate traffic congestion and discuss a partnership with the private property owner.

The City of San Luis is proposing to construct the project in two phases with CDBG and local funds. Phase I includes: $540,170.00 of CDBG RA Funds and $481,567.00 of city match. Phase II includes $500,000.00 of CDBG SSP Funds and $521,737 of city funds. If approved staff will budget for this project in the appropriate years.
