Discussion and possible action on any and all matters regarding Resolution No. 2212. A resolution of the Mayor and City Council of the City of San Luis, Arizona, ratifying and approving the creation of positions in the classified service of the city; amending the classification and service plan of the city; superseding any conflicting provisions of existing regulations or policies; providing for severability; and declaring an emergency. SUMMARY:
The following positions were created under the authority of San Luis City Code § 31.20(5)(a) because they were determined to be necessary for the effective operation and administration of the affairs of the city. In fiscal year ("FY") 2021 and 202, City Council provided budget for all but two of the positions. This item is to ratify and formally place these positions in the classified service chart.
FY 2021
Court Security Officer (budget for position approved): The Court Security Officer position is currently filled.
Network & IT Security Administrator (budget for position approved): HR is actively recruiting for Network & IT Security Administrator.
FY 2022
Systems Administrator (budget for position approved) The Systems Administrator was a promotion for an existing Senior IT Technician without adding personnel.
Civil Engineer (budget for position approved) Currently vacant.
Code Compliance Specialist (budget for position approved); Currently vacant.
Identified Needs After the Budgeting Process
Police Records Supervisor. This position was a promotion for an existing Administrative Coordinator without adding personnel, with no change in pay grade.
IT Manager position was reclassified to a higher-paying grade due to the incumbent's top technology authority within the department and the result of a labor market analysis
The Titles with the Departments and Pay Grades for the Classification Plan
The classification and pay grades were reviewed and approved by Finance Department and CPS HR Consulting, the agency that did the in-depth studies to update the city's classification plan. Staff recommends approval and ratification of this resolution so that the positions may be formally included in the classification plan. Staff asks that this pass as an emergency measure so it may become effective immediately, which will require 6 favorable votes.

Funds to cover for these positions were allocated for FY budget 2020-21 and 2021-2022. They will be paid from the salaries and benefits accounts for Municipal Court, IT, Police and Public Works.
