Discussion and possible action on any and all matters regarding the award of a construction contract to DPE Construction, Inc. for the Mesa Street Phase I improvement project (CDBG 119-22). (Jenny Torres, Economic Development Manager)
SUMMARY:
The Arizona Department of Housing (ADOH) awarded the City of San Luis a Community Development Block Grant (CDBG) from their regional account in the amount of $626,215.00 for the Mesa Street improvement project. The work consists of but is not limited to the installation of Keystone retaining walls with slope stabilizing fill and rock, removal of existing pavement, approximately 5,795 square yards of new 3”AC/8”ABC pavement, 3,082 lineal feet of vertical curb and gutter, concrete sidewalk, sidewalk ramps, driveways, and cross gutters, installation of 237 linear feet of 24” storm drain pipe, manholes, and catch basins. The project also includes adjusting existing water valves and sewer manholes with new frames and covers, pavement marking and signing, and other work incidental to the project.
The City received two construction bids from DPE Construction, Inc. and Gutierrez Canales Engineering, PC., for the construction of the proposed project. DPE Construction Inc. was selected competitively by sealed bids and was deemed the lowest bidder to be qualified and capable of performing the contract.
Staff is requesting Council to approve the construction contract to DPE Construction Inc. in the amount of $2,097,900.00.

The City allocated $1,587,160.00 in the capital outlays for the construction and construction administration of the project. The City awarded a construction administration contract to James Davey in the amount of $91,140.00 and the construction bid is $2,097,900.00 for a total of $2,189,040.00. In order to proceed, the staff is requesting a transfer of $186,898.00 from the capital outlays account 200-210-90010 for Mesa Street Phase II and $414,982.00 from the capital outlays account for 255-021-90052.228 to account 255-210-90010.227 in order to complete the project.
