Discussion and possible action on any and all matters regarding the purchase of a new Pureflow Iron and Manganese Filtration System unit for Well Site #5. (Eulogio Vera, Director of Public Works)
SUMMARY:
Background
The City of San Luis water system is composed of seven well sites which include the following major components: ground wells, storage tanks, booster pumps, and treatment units. At this point, the City continues to meet the water demand based on the current population. But, based on the increasing population and its increases in water demand, the City of San Luis needs to make improvements to its water system to be able to maintain the level of service to its residential, commercial, and industrial customers.
The City of San Luis has recently engaged James Davey and Associates, Inc. (JDA) for engineering services in the design and construction phase services of Well Site #5 improvements. Such improvements at one point will involve the purchase of a new iron and manganese treatment unit outside the engineering services approved contract.
Request
The Public Works Department and its Water Division are seeking approval to direct purchase a Pureflow Iron and Manganese treatment unit model number C-2400HD which will become part of the new well site #5 improvements in the amount of $1,108,715.00. The City of San Luis already uses a Pureflow system at its latest constructed well site #7. Along the same lines, the City of San Luis has retrofitted some of its water treatment systems at different well sites to Pureflow systems.
The Department of Public Works and its Water Division consider that acquiring a Pureflow system for the improvements of well site #5 will bring benefit in the continuity of the water system, commonality of the system, operators' knowledge of the system, ease of operation, and maintenance, availability of supplies given the redundancy of parts among well sites and treatment units and stellar customer service and support from Pureflow. For these reasons, the Public Works department would like to consider Pureflow as a sole source vendor for this equipment purchase and is asking authorization from Mayor and City Council to waive the formal purchasing procedures as authorized under San Luis City Code, Section 3.05.010 (F) Procedures Waived.

RECOMMENDATION / SUGGESTED MOTION:
I MOVE TO APPROVE THE PURCHASE OF A PUREFLOW FILTRATION SYSTEM MODEL NO. C-2400HD IN THE AMOUNT OF $1,108,715.00 AND TO WAIVE FORMAL PURCHASING PROCEDURES FOR THE REASONS PRESENTED.
