Discussion and possible action on any and all matters regarding Ordinance No. 431. An Ordinance of the Mayor and City Council of the City of San Luis, Arizona, amending San Luis City Code Section 5.15.60 to set the duration of each transportation business vehicle permit and individual operator permit to be valid only for the calendar year in which it was issued. SUMMARY:
Section 5.15.060 of the San Luis City Code, provides information regarding permit terms and fees for the transportation business regulation. Currently, all transportation business vehicle permits and individual operator's permits are valid for one year from the date of issuance unless terminated earlier in accordance with this chapter. There are, currently, 94 vehicle transportation permits and 144 individual operator permits. With this current practice, our renewal process for a vehicle permit and individual operator's permit is not as efficient and accurate as it is supposed to be. When reaching out to people with expired permits, it becomes very difficult for us to have them come into City Hall to renew their permits.
The proposal for Ordinance No. 431
With the attached proposed ordinance, the operations to renew transportation permits will run more efficiently and accurately as the renewal date would be the same as our business, occupational, or professional (BOP) licenses. Transportation vehicle permit and individual operators' permit shall be valid for the calendar year in which it was issued. Each permit will expire on December 31 of each year and must be renewed on or before January 31 of the following year by paying the applicable renewal fees. Any application received by the City for a transportation business vehicle and/or individual operator's permit after March 31 of any year, shall be subject to an initial permit fee on a prorated basis. Any person who fails to renew their permits by January 31 of any year shall be subject to a penalty of fifty percent (50%) of their annual permit fee.
With the proposed Ordinance, all vehicle permits and individual operator's permits will expire on December 31. As a result, all current permits, vehicles, and individual operators, that have an expiration date that goes beyond December 31, shall be credited based on their current expiration date and only pay the remaining balance of the permit fee when renewing their permit on or before January 31 of the following year. This Ordinance does not propose new fees.
