Discussion and possible action on any and all matters regarding the award of a construction contract for the Mesa Street Improvements, Phase II Project. (Jenny Torres, Economic Development Manager and Eulogio Vera, Director of Public Works)
SUMMARY:
The city allocated funding in the capital project budget for the Mesa Street Improvements Phase II project. The original scope of the work included several road improvements, parking spaces, and pedestrian concrete steps focused on revitalizing the area. The project was scheduled to receive quotes in late October but was delayed due to a request by a local agency to withhold developing a portion of the Bureau of Reclamation area that was granted to the city. The city revised the original scope of work to construct only portions of C Street and D Street, and provide curb and gutter, sidewalks, and pedestrian concrete steps with safety rail. The City expects to receive quotes on November 28th. City staff will present the quotes received and will present the recommendation by the construction administration engineer to the council.
Staff is requesting that the City Council award the construction contract to the most responsible of the quotes which will be received on the morning of this November 28, 2022, Council Meeting. Staff also requests that the City Council waive formal bidding purchasing procedures under City Code § 3.05.10(F) for the good cause that the bidding process will cause unnecessary delays and costs. Obtaining quotes will result in an equivalent method of obtaining the lowest responsible price on the market.
