ITEM:
Public hearing followed by discussion and possible action on any and all matters regarding Resolution No. 2260. A Resolution of the Mayor and City Council of the City of San Luis authorizing the submission of an application for FY 2023 Community Development Block Grant (CDBG) Regional Account funds (RA) and FY 2022 State Special Projects (SSP) funds, certifying that said applications meet the community's previously identified housing and community development needs and the requirements of the Arizona Department of Housing (ADOH) Community Development Block Grant Program, and authorizing all actions necessary to implement and complete the activities outlined in said applications. SUMMARY:
The Arizona Department of Housing Community Development Block Grant (CDBG) Program requires that a public hearing be held at a regular meeting of the local governing body to allow citizens to comment on the proposed projects to be funded with CDBG funds, and adopt a resolution selecting the project(s) for application(s) advancing for CDBG funding.
Staff recommending Merrill Avenue Street Improvements Phase I Project for CDBG Regional Account funding and Merrill Avenue Street Improvements Phase II Project for CDBG State Special Project funding. Both projects ranked as having the highest potential for advancement to the Arizona Department of Housing.
The City of San Luis is eligible to submit one (1) Regional Account application and one (1) State Special Project for FY 2022 SSP and FY 2023 RA funding.

FISCAL IMPACT STATEMENT (IF THIS IS A BUDGET TRANSFER, YOU MUST ATTACH THE BUDGET ADJUSTMENT FORM):
This grant application is for an award of approximately $496,929.00 CDBG RA funds and approximately $500,000.00 of CDBG SSP funds received. This application requires the City to provide matching funds in the amount of $$1,216,750. For a Total scope project of $2,213,679. The commitment of the matching funds are included in the presentation of resolution 2260. If approved City will make sure these funds are allocated in the budget for next fiscal year 2024.
