ITEM:
Discussion and possible directions to staff on any and all matters regarding City Council's Budget Line Items for Contractual Services, Council Sponsorships & Pledges, and Dues and Subscriptions for the fiscal year starting July 1, 2023. (Ralph Velez, Interim City Manager)
SUMMARY:
Staff is compiled information from the twenty-nine (29) agencies for two of the Council's budget categories (Contractual Services and Dues & Subscriptions). Last year the total budget for the combination of Contractual Services, Sponsorships & Pledges, and Dues and Subscriptions was $792,484. However, the one-time expense from YCAT for $158,920.00 will not be needed this year.
This year, if everything is funded, the total will be $645,180.99. Many agencies submitted reports without the request, they may make a verbal request at the meeting. Saff relayed to keep presentations to 5 minutes.
There is one new request this year.
The Small Business Development Center is requesting from all the cities and towns in Yuma County and Yuma County, a forty-cent per capita contribution. For San Luis, using the July 1, 2022, estimate from the Arizona Office of Economic Opportunity of 34,075, the request is for $13,630.
PPEP's request to remain in the old library building for an additional 24 months rather than vacating on September 5, 2023, will be handled in a separate agenda item
The attachments to this item include last year's and this year's Excel spreadsheet, agency reports, agency requests, Off-Road Expo's withdrawal email, and dues & subscription invoice estimates.
This year, we will also include some of the city's costs etc., in-kind expenses incurred in support of the community group-run events. (See attachments numbers 20 and 21 for the Police Department and Park and Recreation. Public Works has also contributed with staff, equipment and traffic control cones etc.)
A change this year to the usual Excel spreadsheet, the Contractual Services list for consideration is grouped alphabetically by category rather than in the chronological order they were added to the list over the years.
Starting with Luis Ramirez, which is the only contract in the Consultant category, followed by the categories of
Economic Development,
Education,
Events (non-city organized),
Food for the Low-Income,
IGA (which is an abbreviation for Intergovernmental Agreements),
Newspaper,
Services for Animals (the only contract in this category is the Humane Society of Yuma),
Support for Survivors of Abuse (the only contract in this category is Amberly's Place),
Support for Survivors of Cancer
