ITEM:

Discussion and possible directions to staff on any and all matters regarding the use of the Arnold Cordova Building at 731 North William Brooks starting in September 2023. (Jenny Torres, Assistant City Manager)

SUMMARY:

On February 8, 2010, the city and Portable Practical Educational Preparation, Inc. ("PPEP") entered a license agreement for the use of the Arnold Cordova Building (formerly the library) at 731 North William Brooks Street (then named North First Street). Under the license, PPEP pays the city $1,911.00 per month, and PPEP pays its utility expenses. Either party can terminate the license with 14 days' notice. (The License is attached).

The city has a burgeoning need for space with the Parks and Recreation Department's arts and after-school programs.

On April 5, 2023, the city exercised the License's termination clause with the final date to vacate on September 5, 2023, rather than the 14 days' notice the city afforded five (5) months' notice. (The city's notice is attached).

PPEP's Request
On May 9, 2023, PPEP provided the city with a letter requesting to stay in the building for an additional 24 months.  (The PPEP letter is attached).

FISCAL IMPACT STATEMENT (IF THIS IS A BUDGET TRANSFER, YOU MUST ATTACH THE BUDGET ADJUSTMENT FORM):

If the request is granted PPEP's monthly payments to the city of $1,911.00 will continue for an additional 24 months. The city has a burgeoning need for space with the Parks and Recreation Department's arts and after-school programs. Having the building vacated will provide the City the much needed space for the City's programs.
