Discussion and possible action on any and all matters regarding Campesinos Sin Fronteras' Free and Open to the Public Event Dia del Campesino in San Luis, Arizona and the City of San Luis contribution towards this public service. (Lizette Varela, Assistant Director of Parks & Recreation)
SUMMARY:
Campesinos Sin Fronteras (CFS) has organized the Dia del Campesino event for many years. The purpose of the event is to celebrate and express gratitude to our local agricultural workers and low-income families. The event is free and open to the public and includes free healthcare services such as checkups, vaccines, screenings, food, music. and other services. This year, the event will celebrate its 29th installment on December 1st, 2023, from 2:00 am to 6:00 am.
The City of San Luis has contributed to the event's overall success. Staff from Parks and Recreation, Public Works, and the Fire and Police Departments have been fundamental collaborators, assisting with logistics and event setup. The city provided canopies, light towers, barricades, fencing, electricity generators, and other equipment. This year, city staff will be unable to assist with the event setup, which is performed at night, due to this year's event occurring during a city regular workday. Parks staff begin their shifts at 6:00 am; assisting with this event may affect their ability to have enough or adequate rest. This may place employees at risk of an accident or injury while performing their regular duties and working their normal schedule.
As city staff will not be assisting with the event and equipment, Campesinos Sin Fronteras is requesting $5,000.00 towards offering free health and other services for the public.
If approved, the staff would draft a contract for the city to enter into with Campesinos Sin Fronteras for the Dia del Campesino event for $5,000.00. As part of the contract, Campesinos Sin Fronteras shall provide original receipts for $5,000.00 of their expenses for the event.

RECOMMENDATION / SUGGESTED MOTION:
I MOVE TO APPROVE $5,000.00 FOR THE PUBLIC SERVICES PROVIDED AT THE DIA DE LOS CAMPESINOS EVENT AND DIRECT STAFF TO PROVIDE A CONTRACT WITH CAMPESINOS SIN FRONTERAS.
