ITEM:

Discussion and possible action on any and all matters regarding the purchase of new traffic signal materials and equipment for two of the Highway Users Division capital improvement projects. (Jorge Perez, Assistant Director of Public Works)

SUMMARY:

The Department of Public Works is working with its consultants on finalizing the designs for expansion improvements and addition of traffic signals at the intersections of County 22nd Street and Fourth Avenue as well as on County 22nd Street and Sidewinder Road. Although it is typical for projects to go out to a formal bid process and for contractors to supply all materials and labor to complete the project, in these two specific projects, the department is seeking council approval to move forward with the purchase of all materials and components of the traffic signals. The reason behind this request, is to advance on the ordering and delivering of materials due to the long lead-time. Meanwhile, the project designs get finalized. Upon completion of the designs, both projects will go to a formal bid process for the construction of the needed improvements and installation of the traffic signals.

Staff is seeking to purchase materials and equipment from Econolite Control Products, to include the complete Cabinet, Controller and Battery Backup. Econolite has been awarded a purchasing agreement by the Maricopa County Department of Transportation, and this purchase is being procured by piggybacking on this agreement as allowed under the City of San Luis Code Purchasing Section 3.05.090 Cooperative Purchasing.
