Discussion and possible action on any and all matters regarding authorization to purchase three (3) fully marked and equipped new 2024 Ford Maverick trucks using Arizona Department of Emergency and Military Affairs Border Fencing and Technology Grant budgeted funds. (Nigel Reynoso, Chief of Police)
SUMMARY:
Purchase of Vehicles
The City of San Luis Police Department is seeking approval for the purchase of three (3) new 2024 Ford Maverick trucks. The new trucks will be assigned to the San Luis Police Department Patrol Division for support staff, in order to replace vehicles over 10 years/100,000 miles and scheduled to be decommissioned. The funds for the purchase of these vehicles were approved as Fiscal Year 2024-2025 Capital Projects Grant Funds. The pick-up trucks will be purchased from Bill Alexander Ford of Yuma, AZ, who has provided a bid of $95,460.57 including tax for the three (3) trucks. We have also obtained a quote from Peoria Ford for $106,579.98, which is the total cost, and they hold the State Contract #CTR059316. We are requesting to purchase the vehicles from Alexander Ford since it is lower than the state contract price, and are held locally.
Purchase of Equipment to up-fit Vehicles
The pick-up trucks will be fully equipped and marked by Arizona Emergency Products (AEP) using Yavapai County contract #2018-346, which provides a cost reduction from that of the state dealership contract. The quotes provided to fully equip the three (3) new trucks will total $47,530.71.
Total Purchase
The total purchase amount for the trucks and the equipment will be $142,991.28.
San Luis City Code-Purchasing
The equipping and marking of the vehicles comes under the San Luis City Code-Purchasing, Section 36.09 Cooperative Purchasing, since it is using the Yavapai County contract.
Since the quote from Alexander Ford is lower than the vendor in the state contract, we will be asking City Council to waive the formal purchase procedures under San Luis City Code-Purchasing, Section 3.05.010 (F), to be able to continue with the purchase.

RECOMMENDATION / SUGGESTED MOTION:
I MOVE TO APPROVE THE PURCHASE OF THREE (3) NEW 2024 FORD MAVERICK TRUCKS, APPROVE THE MARKING AND EQUIPPING OF THE VEHICLES FOR A TOTAL AMOUNT NOT TO EXCEED $150,000.00 AND WAIVE FORMAL PURCHASING PROCEDURES, AS PRESENTED.

The total amount to purchase all three (3) new vehicles will be $142,991.28. Fiscal Year 2024-2025 budgeted amount was included within the grant amount of $1,369,800.
