ITEM:
Discussion and possible directions to staff on any and all matters regarding the City of San Luis Community Grant Program to provide direct monetary grants to help further non-profit organizations and government entities for projects and activities that provide health and other human services which improve the quality of life for San Luis residents. SUMMARY:
Background: The City of San Luis established an assistance contribution to provide a supplemental funding source for organizations and/or groups providing services to residents of San Luis. In the past, the city council would dedicate funds every fiscal year to contribute to some entities. Over the years, the city has limited the funding to only some organizations and/or groups.
Purpose: Staff is presenting an update to City Council as discussed during the FY 24-25 Budget Retreat. To provide a clear process that aligns with the use of public funds and the Arizona Constitution on the Anti-Gift Clause, staff is proposing a method for budgeting purposes, providing a clear guide for staff and applicants. This proposal will include an overview of eligibility requirements, funding levels, and evaluation criteria for each fiscal year.
Staff is presenting this item for discussion and feedback only; no Council action is required.
Discussion: Staff will present a program overview and propose the following as the established method. The following are based on research conducted and combined into a process and method for the City of San Luis.
- Create a committee composed of three members to review applications received/submitted.
- Create an application submittal date range (30 days)
- Create eligibility criteria and selection based on a point system
- Create a maximum amount per applicant ($5,000)
- -Method for the Council to recommend each fiscal year's budget amount (based on the city's fund availability, recommend a fixed maximum amount).
Applicants selected for the fiscal year Community Grant Program may not request additional support from the city. The city will not provide, in addition to the funding, in-kind resources for events that require other city services, personnel, facilities, and/or other city resources. The Parks & Recreation Department has or will have an application for non-city events that will need to be submitted for review by other city departments' approval.
