ITEM:

Discussion and possible directions to staff on any and all matters regarding the Land Use Assumptions, Infrastructure Improvements Plans, and Development Fee Report under A.R.S. §9-463.05. (Benjamin Griffin, Senior Fiscal/Economic Analyst, Consultant from TischlerBise, Inc.)

SUMMARY:

A.R.S. §9-463.05 (D)(3) requires cities to update the land use assumptions and infrastructure improvement plans every five (5) years.  The City of San Luis, Arizona, contracted with TischlerBise to document land use assumptions, prepare the Infrastructure Improvements Plan (IIP), and update development fees pursuant to Arizona Revised Statutes. Municipalities in Arizona may assess development fees to offset infrastructure costs to a municipality for necessary public services. The development fees must be based on an Infrastructure Improvements Plan and Land Use Assumptions.

Development fees are one-time payments used to construct system improvements needed to accommodate new development. The fee represents future development’s proportionate share of infrastructure costs. Development fees may be used for infrastructure improvements or debt service for growth-related infrastructure. In contrast to general taxes, development fees may not be used for operations, maintenance, replacement, or correcting existing deficiencies. This update of San Luis’ Infrastructure Improvements Plan and associated update to its development fees includes the following necessary public services:
  • Fire Facilities
  • Parks and Recreational Facilities
  • Police Facilities
  • Street Facilities
  • Water Facilities
  • Wastewater Facilities
     
Benjamin Griffin from TischlerBise will be presenting the initial study for City Council discussion and consideration. This plan includes all necessary elements required to be in full compliance with the State Statutes.
