ITEM:
Discussion and possible action on any and all matters regarding Resolution No. 2361. A resolution of the Mayor and City Council of the City of San Luis, Arizona, approving an agreement between the City of San Luis, Arizona, and the Western Arizona Council of Governments (WACOG) for a License Agreement for Head Start Facilities. (Kay Marion Macuil, City Attorney)
SUMMARY:
The Western Arizona Council of Governments (WACOG) wishes to renew the License Agreement with the City of San Luis for the Head Start program to continue being housed in the manufactured building bought by WACOG in the year 2002 and located at 720 Cesar Chavez Boulevard. The IGA requires that WACOG provide Head Start services there. The arrangement the city has with BLM for the land requires that uses be for public purposes. The Head Start preschool fits as a public purpose.WACOG has provided quality preschool services for the children of San Luis. Staff recommends continuation of the license agreement in support of the program.
RECOMMENDATION / SUGGESTED MOTION:
I MOVE TO APPROVE AND ADOPT RESOLUTION NO. 2361.

There is no fiscal impact. This a a revocable license to use the property for the proper public purpose of preschool services and complies with the Arizona Constitution's anti gift clause.
