Discussion and possible action on any and all matters regarding approving a license agreement between the City of San Luis, Arizona, and Amberly's Place for a space in the San Luis Police Department for advocacy services for domestic violence victims. (Council Members Lizeth Servin, Esteban C. Rosales and Luis E. Cabrera)
SUMMARY:
For many years, the City of San Luis has extended space in its Police Department to Amberly's Place so that the residents of San Luis have nearby advocacy services for victims of child abuse, domestic violence, sexual assault, elder abuse, and human trafficking. Staff did an inventory of its buildings and the use of its buildings by outside services. It was discovered that Amberly's Place is the only entity with a regular presence in one of our buildings, which does not have an agreement. This agenda item proposes providing a license agreement similar to those of other entities. Amberly's Place Executive Director Tori Bourguignon and the Chief of Police had input on the final license agreement presented in the attachment to this Agenda Item.
The following Council Members requested that this item be placed on the Agenda for May 14, 2025, to approve the License Agreement for Amberly's Place.

There is no fiscal impact. This a a revocable license to use the property for the proper public purpose of preschool services and complies with the Arizona Constitution's anti gift clause.
