Discussion and possible action on any and all matters regarding adopting a Notice of Intention to adopt new and amend business license fees and types. (Edgar Esparza, Billing and Collections Manager)
SUMMARY:
Our current business license fees were adopted back in 2005 and have not been updated since then. In addition to our current fee schedule, the city is currently providing building and fire inspections without a fee. There is no current standard schedule to increase business license fees, but most municipalities are revisiting their business license fees about every five years.
In order for the City Council to consider the updated fees and the new business license types, there must first be a posting and newspaper publishing of the attached Notice of Intent to Increase Business License fees and the supporting report. The notice informs the public that a hearing will be held on November 12, 2025, at 6:00 p.m. in the Council Chambers. If passed by the City Council on November 12, 2025, the new fee schedule would take effect on December 12, 2025 (30 days after approval). The schedule of the proposed increases, new fees, and new business license types will be available on file with the City Clerk and on the City's website at least 60 days before the hearing (November 12, 2025). The notice complies with notice procedures required by Arizona Revised Statutes § 9-499.15.
The fee update is necessary to ensure that the fees collected are fair, reasonable, and in line with the cost associated with processing a business license application. Additionally, with the new business license types, we will be able to address the Cottage Food Program licenses.

This item is only to approve the notice of public hearing so the public may be heard on the fee increase. There will be a future agenda item for consideration of the fee increase after the public hearing.
